Common criteria:

  • WO – wholly obtained (minerals extracted, crops harvested in a party).
  • RVC – regional value content above a threshold (often 40%).
  • CTC – change in tariff classification (CC, CTH, CTSH).
  • PSR – product-specific rules per HS code.
  • Accumulation – materials from other parties count as originating.
  • Direct consignment and non-alteration in transit.

Steel structures example: non-originating sections (72.16) fabricated into structures (73.08) usually satisfy CTH, but each FTA's PSR must be checked.
